[SIGMON-546] implement pli2.e3 notebook

Context

• the rendered notebook can be found here: https://gitlab.cern.ch/LHCData/lhc-sm-hwc/-/blob/SIGMON-546_implement_pli2.e3_notebook/ipq/AN_IPQ_PLI2.e3.ipynb?ref_type=heads
• Agnieszka implemented the notebook for the pli2_e3 analysis class (available here https://its.cern.ch/jira/browse/SIGMON-544), but the analysis logic needed to be extracted.

What was done

• implement pli2.e3 analysis
• implement corresponding notebook
• the notebook is not tested anymore (the analysis class is)
