PGC notebooks: conversion between local time and the UTC

Aleksandra Mnich requested to merge pgc_local_to_utc_fix into dev

We don't want to hardcode -2H to convert the local time to the UTC...

The GitLab diff is weird - some 'changes' highlighted are a bit random. The only things introduced are an empty line at the end of the AN_IPD_FPA.ipynb and the following change for all 4 PGC notebooks:
