Update Lepton and Photon ID and Isolation

This is a rather large PR which updates the electron and muon ID and isolation requirements; uses the TMEras mechanism for the photon, electron, and muon configuration; changes many hard coded parameters to be configurable by era; and makes some minor modifications to the GoodJetsProducer for FastSim jets.

@kpedro88 I had to make a few design/style choices. Hopefully you like them, but if not I will be happy to modify the code.
