Add the dictionaries, file lists, and cross sections necessary to run on the 2016 TT isrup samples and TTTJ samples for 2016 and 2017. There are no corresponding RunIISummer16MiniAODv3, so we are using MiniAODv2. The MCSample lines have been added for Summer16 as there are no negatively weighted events. However, we will need to add the Fall17 MCSample line after the neff jobs have run.
