Update the year-by-year XS and k-factor values. Values taken from XSDB, https://twiki.cern.ch/twiki/bin/viewauth/CMS/SummaryTable1G25ns, and GenXSecAnalyzer.
Make sure the k-factors are propagated to the weightProducer XS value.
