[Run2_2017] Add in the 2018 FastSim JEC file and update the corresponding scenarios

This PR simply adds the SQLite file containing the 2018 FastSim JECs and then updates the corresponding scenarios. The change has been unitTested using the 2018 FastSim scenarios.
