[Run2_2017] FullSim signal scan option

Add a new scan option for when dealing with FullSim signals with multiple mass points. This allows for the SusyMotherLSP to be saved and the appropriate cross section stored in the weight branch, just as done for FastSim scans, but for the appropriate JEC to be used. The corresponding scenarios have been added and the README has been updated. This change has been unit tested.
