[Run2_2017] Save track information

Changes to allow for the saving of track information which is stored in the MiniAOD samples. This will add a lot of information to the ntuples, so it is turned off by default. This was tested using the unit test command:

python unitTest.py test=1 run=true command="emerging=True"
