add Production directory for Condor and other useful scripts

This PR adds a Condor production directory with various useful scripts for running jobs, resubmitting jobs, calculating luminosity summaries, getting info on new samples, etc.

Many new Spring15 samples have been added to WeightProducer, as well as the relevant places in the new Production directory.

Several QCD R+S background estimation directories have been removed, as they will be put in a separate repository.
