New development branch

This branch contains the 'veccore' branch just created + some fixes to clean up Jenkins builds. If this is merged into master, there is no need to merge the 'veccore' branch. I tested compilation for Vc, Scalar, and CUDA. The build is fine, and all tests pass. This should clean up most warnings on Jenkins. This is a good common point to merge into current feature branches and also to create new feature branches.
