Option to build without ROOT requirement

Sandro Christian Wenzel requested to merge swenzel/g4vecgeomnav:swenzel/noROOT into master

The library can now be build with or without ROOT as requirement. The option with ROOT is useful when one wants to compare to another navigator or for Virtual Monte Carlo projects which are using TGeo as navigator with Geant4.
