Bruce Joseph Gallop requested to merge bgallop/YARR:scanconfig into scanconfig

Add registry for Scans (producing ScanBase), and HwControllers.

Fix previous registry, due to linking problems (linking to static libraries discards unused symbols vs shared libraries).

NB also moves Emu threading and buffer setup out of scanConsole
