WIP: merge felixNetIO for StarChip

libStar capable of read/write HCC* & ABC* registers. Minimal change to the other libs. The one line change to libNetIOHW/NetioHandler.cpp may not be appropriate, but it works for now. It works for register read packet, but may not be correct for the other strip packets.
