Add zerobias threshold scan

This MR adds a new scan called std_threshold_zerobias.json, which is a sym link to std_threshold_hd.json. As discussed on mattermost, this will simplify the uploading and analysis of these scans in the pixel failure analysis of ITkpix module QC on LocalDB.
