RD53B connectivity scan tool

• add an app in RD53B to scan through all tx and rx, broadcast default config, read back chip ID and efuses, and write connectivity and chip configs
• Update RD53B functions getChipId and getEfuses
• Update default RD53B global config to
  • "CmlBias0" = 800
  • "CmlBias1" = 400
  • "SerEnTap" = 1
  • "SerInvTap" = 1
  • "MonitorEnable" = 1
  • "MonitorV" = 32
