Add raw data re-encoding utility

Add encoding utility

  • by default produces plots / jsons in YARR style in the target directory, with output directory specifable
  • Allows for setting start/end events of large files
  • Targets YARR binary data files (*.raw)
  • Provides nice usage of @okovanda encoder utility
  • Contained in libItkPixv2, but works generally for Rd53b as well. I could change this, but I'd prefer not to have it in libUtil or tools, since that will cause build_none to fail
