Felix Cml Bias scan - no LpGBT phase settings

This branch introduces a new FELIX scan that loops through CmlBias values and checks the number of errors on the FELIX soft error counters at each setting, calculating and printing out the corresponding link quality for each setting. This is done without changes to the LpGBT phases, and focuses solely on the effects of Front-End parameters (the CmlBias) on the signal transmission quality. The results are displayed as a color-coded printout of the link qualities (green for good, yellow for between 1 and 0, red for 0) if verbose mode is selected, and written to a text file. A script for reading this text file and plotting a 2D histogram of the link qualities is also provided.
