Make chip config available since wirebonding + allow to process tests for PARYLENE_MASKING, UNHAPPY, FINAL_METROLOGY, WIREBONDING + fix broken link when resynching configs

make localdb handle chip config since WIREBONDING and not INITIAL_WARM anymore so that first power-up tests can be actually pushed to localDB in WIREBONDING stage (PDB already updated)

Modules already at INITIAL_WARM should still get a freshly generated config so that the transition is handled correctly.

Seized the opportunity to fix localdb so that electrical tests from PARYLENE_MASKING, UNHAPPY, FINAL_METROLOGY, WIREBONDING, get processes correctly. Current situation is that localDB refused to process them.
