NXCALS-988 changing the min/max records for alerting

This is changing the min/max records for alerts in Prometheus. Currently all envs should have the same and small number of records due to decoupling from datasources. This number is set in group/all and removed from particular envs. Only PRO and TESTBED should have this set to some higher values as they take production load from some datasources.
