WIP: Fixes NXCALS-593, added python version fix as well

This is the first implementation of the Grok like log file scanner that exposes data in JMX to be picked up by Prometheus later on. I've added some alarms based on this as well. Marked WIP but I don't plan to extend it further unless you find some serious flaws in it. @ntsvetko @msobiesz @wjurasz @psowinsk
