NXCALS-1027 Local changes not caught in python and scala related spark-shell scripts

We should replace the concrete repos with our virtual one. Also we should ensure that the first repo is the virtual so that locally we use the local changes, in staging we fetch the changes from staging and in pro we fetch the changes from pro accordingly.
