NXCALS-1175 Move extraction reference date to 10th of November

NXCALS-1175 Reset extraction reference date to 10th of November to avoid the downtime period of hadoop dev cluster.

This is needed to actually, allow the staging pipeline to deploy new version on the staging environment.
