NXCALS-1246 Expose logstash's client_inactivity_timeout to global variables

There is a need to clarify the behavior on the area of our ELK stack.

In more details, we are constantly observing issues between the communication of Filebeat - Logstash - Elasticsearch.

In order to clarify the things, as first measurement we will apply a small change on filebeat - logstash communication, by significantly enlarging the client_inactivity_timeout variable on lostash's filebeat input plugin. (ex. value to 6000s or 10min)
