NXCALS-1347 Introduces resources web server for photons team

This MR is about a new service for out team.

A dedicated Web sources server, for serving static content via HTTP.

It comes together with a Ansible configuration (1 new role and a dedicated installation playbook).

PLEASE PAY ATTENTION ON THE DECLARED FILE/DIR ACCESSIBILITY MODES, since if I've got something wrongly declared there, it could lead to providing filesystem access to users that it maybe should not!

Moreover, do you think that we should add some sort of basic HTTP authentication on top of this?

I'm waiting for your commends bellow ;)
