NXCALS-1085 Adds filter_not_found_hosts module on iptables role to ignore non-existing hosts

This comes as an enhancement to the existing filtering of hosts. The current one is observed to be slow, due to dynamic task inclusion that it enforces.

This MR changes that way and goes with a component that is imported only ones. Thus there is no waiting time between different task executions.
