Resolve NXCALS-1854 "Feature add nano long timestamps"

  • Exposed new long-based methods for all the time-related operations (start time, end time and duration)
  • Migrated python builders to use these new methods

bugs fixed:

  • Fixed the requirement to have numpy with the spark-bundle
