NXCALS-1911 multiple DataAccessService and IllegalCharacterConverter fixes

  • IllegalCharacterConverter made efficient (numerous fixes)
  • fixes propagated to DataEncoderService and DataAccessService with numerous critical optimizations

minor

  • upgraded lombok to 1.18.2 (awesome new features, already used in DataAccessField, check it out)
  • made use of the expanded TimeWindow functionality

GUYS

In this MR is cutting very close to the heart. I've left the system run for almost a week now (no data losses, all green, all beautiful), I've run all the integration test, did manual tests and took maximum care at every step. Still, I'd appreciate if you reviewed it with extra attention and very critical mindset.
