NXCALS-2005 Publish nxcals libraries to SWAN eos directory

This MR provides the necessary steps to separate the nxcals data-access dependency extraction from the spark-bundle role and re-use it in order to determine the jars that need to be publish for SWAN integration. The nxcals libraries are published on a dedicated eos directory fro SWAN via connecting to the lxplus stack.
