NXCALS-3027 Improve snapshot loading

Add improved resource management to cache and re-use loaded data when making changes to the context. The resource manager also provides load status reporting and tracking of request errors. This merge request also includes the use of boost for highcharts which fixes performance issues when plotting large datasets.
