Adds MATCHED_ELEMENT filter. This not only filters the timestamps but also filter the vector values according to the given predicate. Also fixes a bug in TimeUtils (creation of Timestamp from Instant lost nanoseconds).

Closes NXCALS-3430 (it was already closed)
