Resolve NXCALS-3581 "Verify variable configurations vs existing schemas"

Module for running manually verification for variable configuration versus existing schemas. The input and output could be either txt files ("simple" profile) or database table ("periodic" profile). The latter approach based on connection to nxcals_int@acccint. If we'll need to integrate the module, some liquibase scripts could be added to work with appropriate pro nxcals db.
