Lni seq bt vs

Adding BTV118 & 117 on the LNI sequence. Result changes included

• local changes to the optics files with the 2 new elements in the sequence, expected
• Some unexpected changes to survey files, and all their data, will need investigating
• BTV in LNR sequence now inherits from MONITOR instead of INSTRUMENT
