remove kqde240.f from stength file and set element strength fnction of...
Ratio of 1.001966885636 between F16.QDE240 and F16.QDE220 was not correct, looking at Norma and LSA functions the ratio is closer to 1.022.
In details the table bellow uses measured integrated gradients from the NORMA database.

- Expression of the strength of element QD280 also replaced by the old expression kqde240.f, so that the value remains unchanged
- 2 changes to madx files to since ps_repo number associated with extraction scenario has increased by 1
- removed mention of kqde240 and replaced the strength of element QDE240 by the the expression involving kqde220.f, since they are in series.
- rerun all the optics involved
Note that this change creates minor, but non negligible changes to the optical functions.
