JMAD xml files for PSB

Gian Piero Di Giovanni requested to merge dev-gp into 2021

Created an operation folder in 'jmad' and added the jmad xml files for BI-PSB (all rings), BT1-BTP, PSB-BT1-BTP, BT1-BTP-PS. Working on MADX version 5.06.01.
