ISOLDE 1.7 GeV optics

Added ISOLDE optics option for 1.7 GeV in for all rings psb_extraction:

bt1btmbty_gps_1_7GeV_QDE120_219A bt2btmbty_gps_1_7GeV_QDE120_219A bt3btmbty_gps_1_7GeV_QDE120_219A bt4btmbty_gps_1_7GeV_QDE120_219A

And a couple of variations for ring 3:

bt3btmbty_gps_1_7GeV_QDE120_215A bt3btmbty_gps_1_7GeV_QDE120_220A

The last two options will be removed once test with beam is completed.
