Upgrade CI docker

Updating CI docker from ubuntu 20.04 to ubuntu 22.04.

It will upgrade some of the packages (nlohmann/json), which will allow to install EDM and podio.

In addition, I changed installation of Geant4 datasets to built-in script to avoid hard-coded versions of datasets.
