Use `GaussClipped` instead of `Gauss`

The tails of the gaussian are unphysical thinking of a real sensor so we can cut them at ~1 pitch length. These changes are coupled to https://github.com/acts-project/acts/pull/3386 where I change the parametrization of the range in terms of sigmas
