Remove IVertexFitter base class and introduce concepts for vertex fitters

Remove the IVertexFitter base class and make the finder a template over the fitter type instead. Also introduce concepts for vertex fitters.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
