update dd4hep version

update_dd4hep_version into master
  • updates required DD4hep version to 0.20 for improved support of segmentation
  • specify a minimal version when finding DD4hep during the cmake configuration
  • updates the required ROOT version to 6.08.00 (which was already used by the CI system and mentioned in the README)

Closes ACTS-303.
