Added some merge request review guidelines

Hadrien Benjamin Grasland requested to merge hgraslan/acts-core:ACTS-323-review_guidelines into master

As discussed during this morning's meeting, we probably want to give people a minimal review delay of 2 days before merging a merge request. While looking for a good place to add this information in ACTS' contributor guide, I realized that in general, we did not have much guidelines for people who review merge requests. This merge request is my minimal attempt at introducing such guidelines.
