Propagation old/new to all surfaces

Andreas Salzburger requested to merge ACTS-391_Curvilinear_to_AtaPlane_vice_cersa into master

This expands the unit tests and fixes the propagation to all surfaces comparing old and new It closes ACTS-391, though a follow-up will be needed for the covariance checks.

Depends on !393 (merged) to be merged in.
