CI build new plugins

Paul Gessinger requested to merge ci-build-new-plugins into master

I just realized that the CI does not build the new Identification and Digitization plugins. Identification gets built, because DD4hep is enabled, but Digitization does not build in fact.

This MR enables both explicitly, and also fixes a wrong #include in Digitization.
