Remove namespaces from target names, rename plugin components

Paul Gessinger-Befurt requested to merge ACTS-496-targets-remove-acts-namespace into master

This should rename all targets back to "ActsWhatever".

Also: the components after the plugin renaming were just called Digitization, without the suffix "Plugin". I think for the component adding the suffix will make it more clear that this is optional functionality.
