Actually use new tag deploy script in CI

Paul Gessinger requested to merge ci-deploy-tag-fix into master

The CI still pointed to the old deploy_tag script, which caused it to fail last time. This should hopefully fix this.

This also makes the coverage deploy script run on tags instead of only on master.
