Fix parameter interface usage in AtlasStepper

AtlasStepper uses parameter methods that are only available for SingleBoundTrackParameters but not for SingleTrackParameters. Not sure why this is not caught in the unit tests.

This is a bugfix target for %0.11.01 and should also be forward-ported to master.
