Draft: Complex salt model for a unified tagger

Description

The primary purpose of this complex model is to allow feeding not-so-well-modelled variables into our future unified tagger, without potentially increasing data-MC disagreement in b-tagging and c-tagging discriminants.

Any such extra input, which increases separation power for s-tagging and/or q/g-tagging only, should be fed into init_nets_secondary.
