Adding updated Label-Bot + Fixing failing pipelines

Summary

This MR introduces the following changes

• Fixing the failing label bot instances in fork pipelines
• Update the label bot to also add reviewers
• Slimming the label bot and make it compatible with the one from training-dataset-dumper!950 (merged)
• Add a scheduled job that runs every hour that labels all open MRs

Relates to the following issues

• Failing merge request pipelines which run in forks from people who don't have dev rights
