Update test framework, ruby 2.4 for puppet5 , enable rubocop test

A few commits in the end.

  • Actually check ruby code compiles.
  • Enable a rubocop test that is permitted to fail.
  • Update the boilerplate ruby so that is passes rubocop
  • Puppet 5 now uses ruby 2.4.
  • Update all the rspec software.
