Drop absolute class name check

Need to copy voxpupuli as per https://github.com/voxpupuli/puppet-lint-absolute_classname-check so that voxpup modules pass our tests.

Assume that now relative paths are a thing of the past its pointless specifying the :: up front.

Note this does not enforce the removal :: .
