MuonCondCabling: Make sure RDOindex is initialized.

Need to make sure the RpcIdHelper is set in RDOindex.
Needed for jobs that have only the conditions cabling algorithm,
without the old service.

Also, when returning FAILURE, print errors using ERROR rather than DEBUG.
